(1) In response to the COVID-19 pandemic, Washington state 1 agencies rapidly implemented telework for employees whose job duties 2 did not require on-site presence. This shift in state government 3 operations has led to agencies' reevaluation of the amount of 4 physical office space they will require as they implement hybrid work 5 environments and adopt expanded telework opportunities. The 6 appropriations in this section reflect adjustments in agency 7 appropriations related to office space reductions to be achieved from 8 hybrid work, telework, and the strategy provided in this section. The 9 office of financial management shall adjust allotments in the amounts 10 specified, and to the state agencies specified, in LEAP omnibus 11 document LSSV-2023, dated April 22, 2023, and adjust appropriation 12 schedules accordingly. 13 (2) To meet the goal of efficient use of state funds and office 14 space, state agencies, institutions of higher education, and 15 separately elected officials must adhere to the office of financial 16 management's statewide space use policy, data integrity and system 17 access policy, inventory policy, and the human resource management 18 system data validation guide to ensure space use data is complete, 19 accurate, and consistent for reporting and analysis. 20 (3) State agencies, institutions of higher education, and 21 separately elected officials with leases expiring in fiscal years 22 2024 and 2025 must work toward reducing leased office space a minimum 23 of 20 percent upon lease renewal or when requesting office 24 relocation. Reductions in lease costs will be reflected in subsequent 25 budgets. 26 (4) It is the intent of the legislature that state agencies, 27 institutions of higher education, and separately elected officials 28 with leases expiring in fiscal years 2026 and 2027 work to reduce 29 their office space portfolio a minimum of 30 percent upon lease 30 renewal or when requesting office relocation. The reductions in costs 31 will be reflected in subsequent budgets. 32 (5) State agencies must: 33 (a) Work with the office of financial management's facilities 34 oversight and planning program and the department of enterprise 35 services to backfill office space and reduce full leases; 36 (b) Update monthly the office of financial management's 37 facilities portfolio management tool to maximize collocation 38 opportunities and better inform decision making; 39 p. 636 ESSB 5187.SL
