(23) $455,000 of the general fund—state appropriation for fiscal 1 year 2024 and $455,000 of the general fund—state appropriation for 2 fiscal year 2025 are provided solely for western state hospital's 3 vocational rehabilitation program and eastern state hospital's work 4 readiness program to pay patients working in the programs an hourly 5 wage that is equivalent to the state's minimum hourly wage under RCW 6 49.46.020. 7 (24) $4,054,000 of the general fund—state appropriation for 8 fiscal year 2024 and $5,236,000 of the general fund—state 9 appropriation for fiscal year 2025 are provided solely for 10 implementation of Engrossed Second Substitute Senate Bill No. 5440 11 (competency evaluations). If the bill is not enacted by June 30, 12 2023, the amounts provided in this subsection shall lapse. 13 (25) $2,233,000 of the general fund—state appropriation for 14 fiscal year 2024, $4,118,000 of the general fund—state appropriation 15 for fiscal year 2025, and $297,000 of the general fund—federal 16 appropriation are provided solely for the department to address 17 delays in patient discharge as provided in this subsection. 18 (a) The department shall hire staff dedicated to discharge 19 reviews, including psychologists to complete reviews and staff for 20 additional discharge review work, including, but not limited to, 21 scheduling, planning, and providing transportation; and establish and 22 implement a sex offense and problematic behavior program as part of 23 the sex offense review and referral team program. 24 (b) Of the amounts provided in this subsection, $504,000 per year 25 shall be used for bed fees for patients who are not guilty by reason 26 of insanity. 27 (c) The department shall track data as it relates to this 28 subsection and, where available, compare it to historical data. The 29 department will provide a report to the appropriate fiscal and policy 30 committees of the legislature. A preliminary report is due by 31 December 1, 2023, and the final report is due by September 15, 2024, 32 and at a minimum must include the: 33 (i) Volume of patients discharged; 34 (ii) Volume of patients in a sex offense or problematic behavior 35 program; 36 (iii) Number of beds held for not guilty by reason of insanity 37 patients; 38 (iv) Average and median duration to complete discharges; 39 p. 162 ESSB 5187.SL
