allocation under RCW 28A.150.415, per the statewide full-time 1 equivalent enrollment in common schools. 2 (7) $300,000 of the general fund—state appropriation in fiscal 3 year 2022 and $300,000 of the general fund—state appropriation in 4 fiscal year 2023 are provided solely to support three student records 5 coordinators to manage the transmission of academic records for each 6 of the long-term juvenile institutions. One coordinator is provided 7 for each of the following: The Issaquah school district for the Echo 8 Glen children's center, the Chehalis school district for Green Hill 9 academic school, and the Naselle-Grays River Valley school district 10 for Naselle youth camp school. 11 (8) Ten percent of the funds allocated for the institution may be 12 carried over from one year to the next. 13 (9) $588,000 of the general fund—state appropriation for fiscal 14 year 2022 and $897,000 of the general fund—state appropriation for 15 fiscal year 2023 are provided solely for one educational advocate to 16 each institution with enrollments above 40 full-time equivalent 17 students beginning in the 2021-22 school year in addition to any 18 educational advocates supported by federal funding. Educational 19 advocates will provide the following supports to students enrolled in 20 or just released from institutional education programs: 21 (a) Advocacy for institutional education students to eliminate 22 barriers to educational access and success; 23 (b) Consultation with juvenile rehabilitation staff to develop 24 educational plans for and with participating youth; 25 (c) Monitoring educational progress of participating students; 26 (d) Providing participating students with school and local 27 resources that may assist in educational access and success upon 28 release from institutional education facilities; and 29 (e) Coaching students and caregivers to advocate for educational 30 needs to be addressed at the school district upon return to the 31 community. 32 (10) $49,000 of the general fund—state appropriation for fiscal 33 year 2022 and $75,000 of the general fund—state appropriation for 34 fiscal year 2023 are provided solely to increase materials, supplies, 35 and operating costs by $85 per pupil beginning in the 2021-22 school 36 year for technology supports for institutional education programs. 37 This funding is in addition to general education materials, supplies, 38 and operating costs provided to institutional education programs, 39 p. 1272 ESSB 5187.SL
