WORK REGISTRANT DATA The SNAP general work requirements are described at 7 CFR 273.7(a). Individuals who do not meet a federal exemption from the general work requirements, as listed in 7 CFR 273.7(b)(1), are subject to the general work requirement and must register for work. In accordance with 7 CFR 273.7(c)(10), the State agency must submit to FNS the number of work registrants in the State as of October 1st. This information is submitted on the first quarter E&T Program Activity Report (FNS-583). Describe the process the State agency uses to count all work registrants in the State as of the first day of the new fiscal year (October 1). On October 1, the state counts all the 02s as of that day through a report run out of the state’s eligibility system. Provide information about how work registrant data is pulled from the eligibility system, including the date the data is pulled. The Statistics team receives an extract file every month that pulls SNAP/3Squares participant data from ACCESS, Vermont’s eligibility system. The file is available by the 16th of the following month (ex. June data is available on July 16th). Using this file, participants with specific work registration codes are selected and included in the work registrant count on the FNS-583. New work registrants for each month are identified based on the application date in the file. How are work registrants identified in the eligibility system? ESD has codes in the ACCESS system to identify work registrants and federal exemptions. The work registration code '02' identifies a participant as a work registrant. Describe measures taken to prevent duplicate counting of work registrants within the federal fiscal year. To prevent duplicate counting for each month after (including October 2- October 31) the state selects all cases with a 02 that are new to the system and matches them with the months prior to make sure the application is new in the fiscal year. 1/29/26, 10:27 AM State Plan VT FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-vtfy26stateplan//index.html 57/159
