1400.3.1 Procedures for Determining ECE

Households not SCE are ECE because all applicant and recipient households are authorized to receive TANF-funded referral services. Households are notified of the referral services on notices at application and recertification. The notices include the following information in Additional Resources: Go to http://dcf.vermont.gov/benefits to find out about benefits available through the Department of Children and Families. Go to http://vermont211.org or call 2-1-1 toll free from anywhere in Vermont to find out about hundreds of community and statewide resources.

ECE households’ gross income must be below 185% of the FPL .

Households are considered ECE at application.
