If a household member has refused or failed without good cause to provide or apply for an SSN, that household member is ineligible to participate in the 3SVT program. Only the member without the SSN is ineligible, not the entire household. Resources are counted as if they were eligible; income and deductions are prorated. See Ineligible Members .
