It is the responsibility of the LDSS to ensure that every recipient of child care subsidy services is provided information on how to use the POS device and their VaECC swipe card and IVR system. LDSS must explain to the recipient how to activate their swipe card when it arrives in the mail.
D. Responsibility to Pay Fees
It is the parent's responsibility to pay all fees owed directly to the provider. Parental failure to pay copayment or charges above the MRR may result in case closure at redetermination if the provider reports it. The responsibility to collect any additional fees (e.g., non-covered registration fees, activity fees, early termination fees, etc.) is a business arrangement between the recipient and the provider and is not a reason for case closure. In the event a parent frequently changes providers and there is a documented pattern of unpaid balances, the case should be forwarded to the VDSS Home Office via the RPC. VDSS will consult with VDOE to determine whether the family should be denied at redetermination or intake due to the outstanding balance.
E. Responsibility to Providers
Parents have the following responsibilities to providers: 1. To log attendance and absence hours for their child by using either their VaECC Swipe Card or the IVR System. Parents must not share their VaECC Swipe Card with their selected provider; 2. To pick the child up promptly at the agreed upon time; 3. To inform the provider when the child will not be coming due to illness; 4. To pick up the child during the day if the child becomes ill; and 5. If transportation is being provided, to get the child safely and promptly to the pick-up site and to meet the child promptly at the discharge point.
F. Responsibility to Repay Overpayments
It is the parent's responsibility to repay fraud-related overpayments or non-fraud overpayments according to the repayment schedule entered into with the LDSS. Parental failure to repay overpayments may result in denial of application or case closure at redetermination.
G. Responsibility to Respond to Correspondence
The parent must be told to respond to all agency correspondence within specified timeframes.
