A striker is anyone involved in a strike, a concerted stoppage of work by employees (including a stoppage because a collective-bargaining agreement expired), a concerted slowdown, or other interruption of operations by employees.
Strikers do not include:
Any employee affected by a lockout (when an employer closes the workplace to resist demands of employees).
Employees unable to work because of striking employees such as truck drivers who cannot work because striking newspaper printers prevent newspapers from being printed.
Employees who are not part of the bargaining unit on strike who do not want to cross a picket line due to fear of personal injury or death.
