______________________________________________________________________________ Volume 66 | October 1, 2025 ______________________________________________________________________________ 2.3(2) Requirements of an Interview (Required Explanations During Interview): This section has been updated to add entry “V,” which specifies that a minor parent must live with a parent/guardian or meet an exception. 3.6(3) Living Arrangements (Living Arrangement of Minor Parent): This section has been added to identify the exceptions to the living arrangement of minor parents. The policy information for this section was previously in Sections 8.9(1) and 8.9(2).

8.1 Budgeting Procedures: This section has been renamed “Prospective Eligibility and Budgeting” and rewritten for clarity.

Section 8.3 Determination of Benefits: This section has been added to provide information on the TANF gross income limit, and to provide definitions for earned and unearned income. Subsequent sections have been renumbered.

8.4(3) Verification (Terminated Income): This section has been revised to update the chart to change the entry from “During participation” to “Changes.”

8.6 Definition/Family Cap Child: This section has been updated to include an “Exception” that specifies how to identify a Family Cap Child who was born prematurely.

8.7(1) Prospective Eligibility – Removing an Individual (Budgeting – No Reduction in Benefits): This section has been updated to specify that a notice must be sent to verify receipt of a change.

8.8(5) Child Support Income (Reinstatement Procedures): This section has been updated to add a “Caution” to specify the action to be taken if a change in income occurs. In addition, entry “D” pertaining to the submission of DSS Form 3816C marked as “change” to CSSD has been removed.

8.9 Earned Income: This section has been renamed “Self-Employment.”

8.15 Need Standard Table: This section has been updated to provide the current gross income limit, need and payment standards for TANF, effective October 2025.

A “NOTE” was added to specify that a BG must pass the gross income test to be eligible for TANF.

9.1 Definition/Redetermination: This section has been updated to define “redetermination” and to specify how often TANF BGs must have eligibility reestablished.

9.2 Types of Reviews: This section has been renamed “Redetermination Process” and rewritten for clarity.
