In addition, a link has been added to Section 12.5 Utility Allowances (4) Actual Utility Costs. 7.3 (1) Citizenship and Non-Citizen Status: This section has been updated to include Afghan Humanitarian Parolees as qualified non-citizens who are granted parole into the U.S. between January 31, 2021 to September 30, 2023.
