894 Chapter 5:Temporary Assistance for Domestic Violence Survivors (TA-DVS) Program • Section 5: Financial eligibility (07/2026) Countable income Income calculation is determined at time of intake. Follow the process below at intake for the last 30-day period. When payments are requested, we evaluate income available at that time. Determining financial eligibility: What income has the survivor received in the last 30 days? Only consider liquid (cash) resources. Input all liquid resources on the applicable income screens in ONE at their gross amount. Income is considered unavailable if: • It is controlled by the abuser. • The survivor does not have access to it. • It creates a risk of further domestic violence for the survivor to access these funds. • It is considered unavailable for the TANF program, following TANF rules. TA-DVS Deductions are considered funds that: • Were, or will be, used to flee or stay free from domestic violence or intended to be used in their safety plan. • Were, or will be, unavailable in time to meet the emergent need. TA-DVS Deductions may include but are not limited to: • Rent/Mortgage • Utilities • Child Care • Medical Expenses • Food • Amount used to address safety issue • Telephone • Transportation Costs • Payroll/Tax Deductions • Other Expenses already made or obligated to be made
For all ‘Other Expense’ types, add a case note with details of the expense. Income is considered countable when: • Available in time to meet the emergent need, and • Not being used to stay free from the domestic violence, and • Does not present a safety risk in accessing it (e.g., child support). If countable income is below the TANF countable income standard, the survivor meets the financial eligibility for TA-DVS.
