893 Chapter 5:Temporary Assistance for Domestic Violence Survivors (TA-DVS) Program • Section 5: Financial eligibility (07/2026) Financial eligibility Introduction Income is money or other benefits an individual receives from work, business, investment, etc. ODHS gathers all information regarding income in the financial group, which is used to determine program eligibility. TA-DVS applicants must still meet TANF financial eligibility requirements, except as follows: • TANF countable income standard is compared to the net income, not gross income, after coding deductions and unavailable income. Note: Always enter gross income into the TA-DVS ONE case. For ONE to calculate NET income, enter a deduction to capture payroll/tax deductions in the TA-DVS Deductions Screen. • Consider income unavailable if the individual has already spent the money, does not have reasonable access to the money, the abuser controls the income or if pursuing the income would put the survivor or the children at risk • Do not count income that is unavailable due to circumstances beyond the domestic violence survivor’s control:
For example: theft, income controlled by the abuser, money left behind when the survivor fled, or income not yet received in the budget month. This is captured as Unavailable lncome on the income screen in the TA-DVS ONE case. • Do not count income that is unavailable due to being needed to escape the abuse; or the individual needs the money for anticipated budget month expenses.
For example: Having to use the income for unexpected needs, temporary housing to flee, car repair. This is captured on the TA-DVS Deductions Screen in the TA-DVS ONE case. • TANF grants are not considered income for survivors fleeing domestic violence but can be considered in determining the level of benefit issued. Staff will add a case note detailing Oregon TANF income as it cannot be entered on the TA-DVS ONE case. • There is no requirement for domestic violence survivors to pursue assets. Do not require survivors to pursue income if doing so would increase the risk to their safety. • Exclude resources when determining eligibility but consider liquid (cash) resources as part of case planning to meet emergent need. • SSI income is countable, if available in time to meet the emergent need of the survivor. • Client statement is acceptable for income verification, when not questionable and unavailable at the time of the intake.
