780 Chapter 4:Working with families • Section 2: Engagement in the JOBS Program (07/2026) • Information from the participant’s Employability Screening Tool and Family Assessment;
Determine if there are potential challenges ODHS has not addressed that could have prevented engagement such as unstable or unsafe housing and unreliable transportation
If challenges exist, clearly narrate what steps ODHS took to address reported challenges;
If it is determined that ODHS failed to address reported challenges, ODHS must not impose a grant reduction or disqualification. • Child risk review: Review if a reduction in TANF benefits would result in additional risk to children in the filing group:
Review is completed in collaboration with Child Welfare staff when there is an open Child Welfare case. (Child risk review may be done after reengagement staffing but must be done prior to team determination.)
If there is a determined child risk, ODHS must not impose a grant reduction or disqualification. • Information about potential or known disability or limitations: Review the case for potential documented or reported disabilities or limitations using:
Information in the ONE System or on the DHS 415A;
Information from screenings/evaluations documented on the TRACS testing page;
Information on the TRACS Disabilities or Accommodation pages; and any
Recommendations from mental health or A&D treatment providers, doctors, or other professionals. • A community visit: An in person offsite visit is a visit that can occur in the community, on the participant’s front porch, yard, nearby community park or other neutral location. The intent of this visit is to provide services and options for participants during the re-engagement process:
A community visit must be attempted within 30 days prior to a grant reduction. (An attempted community visit may be done after re-engagement staffing but must be done prior to team determination.)
Prior to community visit, ODHS should send a community visit letter to the participant. NOTE: This does not have to be on an official ODHS form such as the DHS7849 (JOBS Appointment Notice). Offer any screenings, assessments or evaluations that have not been completed or determine whether an updated or further screening/assessment might be needed (e.g., A&D/MH screening, Learning Needs Screening (LNS), Domestic Violence screening or Physical Health Needs screening): • The alcohol and drug, domestic violence, mental health, and physical health screenings should be offered a minimum once every 12 months. The LNS only needs to be completed once; however:
If the participant scored 12 or more, we would need to see if follow up was offered. If not, we must offer the follow up before moving forward in the re-engagement process;
If the participant scored less than 12 on a previous screening, there may be other indicators requiring additional learning needs screenings; • Screenings can be offered in person, over the phone or in writing. Regardless how the screening was offered, it will need to be documented in the TRACS Testing Page that an offer has occurred; • A screening is considered completed when it has been:
