775 Chapter 4:Working with families • Section 2: Engagement in the JOBS Program (07/2026) area must engage and follow the NAES employment program rules. Adults in the State Family Pre-SSI program, including both adults in a two-parent household, are able to engage in the JOBS program but they are not subject to JOBS disqualification or TANF time limits. For more information on JOBS Exempt, JOBS Volunteer, and JOBS Eligible participants, please refer to the JOBS Activity Guidelines. Changing status from a JOBS volunteer or JOBS exempt person to JOBS-eligible ODHS cannot impose disqualifications if non-participation took place while the participant was considered JOBS volunteer or JOBS exempt. It is important for the ODHS store front office to explain how the participant’s JOBS status has changed and the requirements of the program. ODHS also needs to do the following: • Review the JOBS rights and responsibilities form (7819) with each JOBS volunteer or JOBS eligible person at least every 12 months. Non-participation in JOBS program Non-participation is the lack of engagement in the personal development plan and the fulfillment of the activities it is comprised of, without having good cause established. Additionally, for a JOBS eligible participant, not doing any of the following without having good cause established, would be considered as non-participation in JOBS program: • Accept a bona fide offer of employment, whether temporary, permanent, full-time, part-time, or seasonal; • Schedule and keep all appointments and interviews; • Attend and complete scheduled activities as specified on the case plan; • Notify ODHS or the JOBS contractor of the reason for not keeping any assigned activities, including all appointments, classes, and activities.; • Provide ODHS with verifiable documentation of JOBS engagement hours, including, but not limited to paid work, job search, employment readiness activities, family stability activities and educational activity hours. • Attend drug and alcohol assessment or treatment or attend mental health treatment (See OAR 461-135- 0085). Non-participation in JOBS and domestic violence If the participant has a domestic violence safety concern or is working to stabilized from a DV situation, consider a plan to capture the activities they are engaged in, examples include being unsafe to participate, did not receive notices, working through legal matters, attending support groups or counseling, etc., consider including a domestic violence (DV) step when safe and in alignment with their goals. Good cause for non-participation with the JOBS program
