668 Chapter 3:Processes and procedures • Section 3: Issuance of benefits (07/2026) by 8 a.m. the calendar day following the benefit authorization, but no earlier than the first of the payment month. For SNAP, once the monthly report has been processed, the benefits are available on the next day or the calendar day equal to the last number of the SNAP case number. • The third method is immediate issuance. Benefits issued this way are immediately available to the individual. SNAP benefits will be available the same day as issued in ONE. TANF and REFC benefits are available immediately when issuing from the EBT Immediate Cash Issuance screen (EBISS). EBT benefit expungement Expungement is when unused benefits get removed (expunged) from EBT accounts after 274 days (around 9 months) of not being used. Benefits that are expunged cannot be restored to the customer. Benefits issued through direct deposit (cash and SNAP cash-out) are not affected by the expungement process. Expungement process Unused EBT benefits will be expunged when the benefits have not been used for 274 days since the date the benefits were issued and made available or since the last date of a purchase or withdrawal, whichever date is later. Expungement will continue each month until all benefits that have reached 274 days without use have been removed. To prevent or stop further expungement of benefits, the household must use their EBT card for a purchase or a withdrawal before the date benefits are scheduled to be expunged. The household does not need to use all benefits at once. A purchase or withdrawal of any amount will stop and reset the expungement time clock back to 0 days. If the benefits are again unused for 274 days, all benefits that are 274 days or older will be at risk of expungement again. Notice ODHS is required to send a notice to households at risk of losing benefits at least 30 days before the first amount gets expunged. This gives households information about the expungement and the steps necessary to prevent the loss of benefits. The notice also includes information on who to contact for PIN resets or a replacement EBT card. After the first expungement, any EBT benefits that remain unused for 274 days will continue to be removed with no additional notice required. If the EBT benefits are used and expungement is stopped, ODHS will send a new notice before restarting the expungement process. Households that call about an expungement notice Households must make a purchase or withdrawal by the date in the notice to prevent expungement. If the household: • Needs an EBT card:
