654 Chapter 3:Processes and procedures • Section 2: Verification (07/2026) child support for each of his children in the amount of $500 per month and did not provide verification. The total countable income is now $4250. Since the case was over 130% of FPL before the reported change there will be no RFI issued. The new income is not verified so it will not be used in the SNAP budget and this case will remain BBCE (Broad Based Categorically Eligible) based on the verified income. Note: There is no requirement to report when income reaches or goes over 200% of FPL. The requirement is to report if the change puts them over 130% of FPL and they were not over 130% of FPL already. If a filing group reports an income change that puts the gross income over 200% of FPL, they are not automatically over income for SNAP. The filing group will not be BBCE but might remain eligible. This can happen if the case is ECE (Expanded Categorical Eligibility) or if not subject to the countable income limit (130%) and their adjusted income is under the limit (100%). Income is currently entered in ONE and is already over 130% of FPL but ends, and there is a new unverified income source reported which is also over the 130% of FPL. Example: Juan has an approved SNAP case in the ONE system with his 3 children. His job ended at B’s Lumber Yard; his income is verified in the ONE system at $2750 per month which is over the 130% of FPL. He reports a new job at Sandy’s Mill and reports his new income is $3000 per month and did not provide verification. The worker will end the income from B’s Lumber Yard and add the new unverified reported income. The system will generate an RFI for the new income source because the original income was removed bringing the income to under 130% of FPL. The new unverified income brings the case over 130% of FPL so this new income must be verified. The income of $2750 will continue to be used in the SNAP budget month until the verification has been returned and updated in ONE. Report a Change (RAC) system functionality for SNAP: 1. If the income before the change was less than or equal to 130% of FPL and after the change was also less than 130% of FPL. - No RFI and do not use the new income that is not verified in the SNAP budget 2. If the income before the change was more than 130% of FPL and after the change was also more than 130% of FPL - No RFI and do not use the new income that is not verified in the SNAP budget 3. If the income before the change was less than or equal to 130% of FPL and after the change was more than 130% of FPL - RFI to be generated use the newly reported income in the potential pending EDG Note: If an EDG is pending the previously authorized benefit will continue until the RFI is cleared, or SNAP closes for not clearing the RFI. 4. If the income before the change was more than 130% of FPL and after the change was less than or equal to 130% of FPL - No RFI and do not use the new income that is not verified in the SNAP budget
