651 Chapter 3:Processes and procedures • Section 2: Verification (07/2026) • The total income used in the budget was not more than 130% of FPL for the filing group and the new total income puts the total income over 130% of FPL. Note: Do not check IEVS except to prevent the need for an RFI. When processing a Recertification/Renewal – verification is only required if at least one of the following are true: • The reported income (each separate source) has changed by $50 or more • The total countable income used in the budget was not more than 130% of FPL for the filing group and the new total income puts the total countable income over 130% of FPL. • The income source if a new source, this includes income of a new member. Note: Check IEVS at Recertification/Renewal. Medical Costs When processing a Certification We require verification if the amount reported is greater than $35 and if they want to claim the expense in the initial determination of eligibility. The applicant gets to choose if we soft pend or hard pend. If they chose to hard pend and do not supply the verification by the due date, eligibility will be determined without allowing the deduction, unless eligible for expedited SNAP (ESNAP). If they chose to soft pend, eligibility will be determined without allowing the unverified deduction, unless eligible for ESNAP. If eligible for ESNAP, the unverified expense will be included in the budget. When processing a Periodic Report/Report a Change We do not request information about medical costs on the Periodic Report. If a change is reported to medical expenses anytime outside of intake and renewal, we will not require verification. Please explain to the client if they choose to submit verification, we will take action on that reported change but without verification the new costs will not be considered. When processing a Recertification/Renewal – verification is only requested if both of the following are true: • The medical expenses reported to have changed by at least $25; and • This will result in a change to the SNAP medical deduction. If the Standard Medical Deduction (SMD) is used in the budget and this change will result in the SMD still being used verification is not required. Note: The information under Certification about hard and soft pending also applies to Recertifications/ Renewals. SNAP Verification Required; Periodic Reports, Renewals, Report a Change (RAC) Examples Periodic Reports: When verification is required If the total income from all earned income or the total income from all unearned income sources has changed by more than $125, the income which changed needs to be verified.
