65 Chapter 1: Introduction to the Oregon Programs Eligibility Notebook • Section 4: Glossary and acronyms (07/2026) Family well-being activities In the ERDC program, family well-being activities are activities that support a family’s overall stability and well-being. These activities play a key role in family success and may include, but are not limited to: • Medical, dental, mental health or occupational/physical appointments • Educational meetings • Employment services appointments • Legal aid or advocacy appointments • Financial counseling • Child development services • Nutrition and wellness appointments • Housing assistance meetings • Volunteer work • Drivers’ education courses FFM Federally Facilitated Marketplace The Federally Facilitated Marketplace (FFM) is an organized marketplace for health insurance plans operated by the U.S. Department of Health and Human Services (HHS). FPL Federal Poverty Level The federal poverty level updated periodically in the Federal Register by the Secretary of the Department of Health and Human Services under the authority of 42 U.S.C. 9902(2) as in effect for the applicable budget period used to determine an individual’s eligibility in accordance with 42 CFR 435.603(h). Fugitive felon A person fleeing to avoid prosecution or custody for a crime, or an attempt to commit a crime, that would be classified as a felony. Full equity rights Asset value is transferred back to an individual in full. GA General Assistance A program designed to help individuals with severe disabilities who are experiencing homelessness or who are at risk of homelessness. This program, inspired by the Housing First model, is administered by ODHS’s Aging and People with Disabilities Collaborative Disability Determination Unit (CDDU). Gifts Items given to or received by an individual on or for a special occasion, such as a holiday, birthday, graduation, or wedding. “Gifts” are not given or received on a regular basis. Hard pend Occurs when eligibility cannot be determined and a Request for Information (RFI) must be fulfilled in order to process the application and determine eligibility.
