64 Chapter 1: Introduction to the Oregon Programs Eligibility Notebook • Section 4: Glossary and acronyms (07/2026) ELI Exit limit increase The exit limit increase is designed to lessen the benefit cliff impact on families. The policy allows families to gradually phase off the TANF program when parents become employed, instead of experiencing an abrupt loss of benefits from their monthly cash assistance as they hit the income limit. A TANF benefit group that has countable earned income is eligible for an exit limit increase in the following situations: • An open TANF case with earned income to determine if the case is over the exit limit increase countable income limit, or • Restoring a TANF case within 30 days of closure when the case closed with earned income received by a member of the benefit group prior to closure. ELI serves as both the countable and adjusted income limit for the above two case types. ELI is only for individuals in the benefit group. If the TANF benefit group reports someone has moved into the home with income, the calculation to determine eligibility is based on the countable income limit (not the exit limit increase). Expedited appeal or expedited hearing A hearing held within five working days of the Agency’s receipt of a hearing request, unless the claimant requests more time. EXP-CW Expanded Child Welfare An ERDC eligibility pathway for families involved with, or at risk of involvement with, Child Protective Services (CPS). Families eligible under the Expanded Child Welfare (EXP-CW) pathway are considered a priority population and will qualify for ERDC without meeting standard child care need or income requirements. Expedited service A situation where services are provided to a specific population that allows them to receive an eligibility determination within an expedited time frame. EXT Extended Medical Assistance The Extended Medical Assistance program provides medical assistance for a period of time after a family loses its eligibility for the PCR program due to an increase in their spousal support or earned income. F2F Face to Face An interview between an Eligibility Worker and the following: head of household, partner, spouse, any other responsible member of the filing group and/or an authorized representative. A F2F is used to resolve any unclear or incomplete information, and to determine eligibility. Face value or amount The basic death benefit or maturity amount of the policy specified on its face. This amount may be decreased by loans. The face value does not include dividends or additional amounts payable because of accidental death or other special provisions. Family size The number of individuals used to compare to the income standards chart for the applicable program. The family size consists of all members of the EDG (Eligibility Determination Group) and each unborn child of any pregnant members of the EDG.
