627 Chapter 3:Processes and procedures • Section 2: Verification (07/2026) The following factors must be verified at initial application, when changes occur, whenever information is questionable or, for some programs, at redetermination: • Identity • SSN or application for an SSN • Citizenship • Non-citizen status verified through SAVE
Staff may not ask applicants or recipients to verify their citizenship solely on the basis of the individual’s ethnicity or ability to communicate in English. If an individual identifies themselves as a non-citizen on the application, non-citizen status must be verified. Note: For medical programs, when required, the non-citizen status is verified via the Verify Lawful Presence (VLP) interface in ONE. Data from both the SAVE webservice and the VLP interface is from the Department of Homeland Security and should be the same. In rare instances, if VLP does not verify the non-citizen status, staff will need to go to SAVE to complete the verification process. For REF and REFM, the immigration status of a non-citizen must be verified by reviewing documentary evidence from a federal agency that holds authority to grant legal immigration status. • Financial eligibility factors (income, expenses, resources) • Pregnancy, if it is an eligibility requirement.
ERDC, Medical, REF, and SNAP accept self-attestation of pregnancy.
For TANF, pregnancy must be verified when there are no other eligible dependent children in the home. Verification must include: » Diagnosis/prognosis: pregnancy is medical condition that is to be documented as a diagnosis/ prognosis. » Estimated due date: this is to determine if a pregnancy waiver is needed or if a family is eligible for TANF in the month before the due date » Letter must be signed by a medical provider: If a pregnancy verification letter is provided as verification, it must be signed by a medical provider that verifies the information provided on the letter (For other forms of verification such as an after-visit summary, information from their online medical portal, ultrasound, etc., a signature is not required) • If there are other dependent children in the home, the individual’s statement that the pregnancy was determined by one of the following is adequate for verification:
Medical practitioner,
Health department,
Clinic,
Crisis pregnancy center, or
Similar facility
