592 Chapter 3:Processes and procedures • Section 1: Acting on reported changes (07/2026) Address change reporting from partner agencies: Community Developmental Disabilities Programs (CDDP), brokerages and Children’s Intensive In-Home Services (CIIS) are ODHS|AAA partner agencies, which allows their program staff to report address changes without written consent from the individual. CDDP, CIIS, and brokerage staff use a template to send an email to the APD/AAA branch transfer email or Oregon.Benefits@odhsoha.oregon.gov to notify ODHS and Type B AAAs an individual has a new residential and/or mailing address. Eligibility staff should use current policies and practices to confirm the individual who reported the address change is with one of these partner agencies and update the address(es) appropriately. Enter a detailed case note recording the name of the agency and staff member who reported the change, including their contact information. If someone reports a change of address who is not allowed to report changes, review the case for returned mail and add a case note stating the reported new address and why it was not updated. When an individual makes a timely report of a change that could reduce or end medical assistance, ODHS|OHA must review each individual in the filing group for other medical program eligibility prior to reducing or ending medical assistance. If additional information is needed to act on the timely reported change, members of the benefit group remain eligible from the date the change was reported until ODHS|OHA determines their eligibility in accordance with the application processing time frames. Mass changes initiated by the state or federal government affect significant portions of the caseload. Because ODHS|OHA is notified of these changes by the agencies responsible, individuals do not need to report the following changes when they occur: • Periodic cost-of-living adjustments to SSB, SSD or SSI benefits • Periodic cost-of-living adjustments to other assistance programs administered by ODHS|OHA • Changes in eligibility criteria due to legislative or regulatory actions. Refer to Medical Related Payments for processing changes. Refer to Long Term Care for processing changes that may affect service eligibility. Click here for Overpayments. Click here for Fraud. MSP Even though MSPs have no resource limit, reporting changes in resources can be extremely important for individuals who would otherwise qualify for OSIPM if not for resources. Workers should notify individuals when applicable. Additional changes that must be reported for MSP include: • Any change in employment status, • Any change in source or amount of income, and • If someone becomes a resident of a public institution.
