589 Chapter 3:Processes and procedures • Section 1: Acting on reported changes (07/2026) impending disqualification in the TANF program. • The head of household becomes ineligible for SNAP because that person lives in an institution or in a facility that provides more than 50 percent of the three daily, or 21 weekly meals. • A member of the SNAP financial group is subject to a penalty in SNAP because of the individual’s conduct; e.g., because the individual:
Was excluded from the need group due to IPV, being a fleeing felon, in violation of parole, probation or post-prison supervision, or due to the SNAP time limit applicable to individuals with ABAWD status;
Was penalized for failure to meet Work Registration requirements;
Was ineligible for SNAP benefits due to failing to cooperate with a QC review;
Failed to comply with a requirement of the program to provide complete and accurate information to ODHS The SNAP allotment and changes while in TBA The benefit level for the transition period is based on the countable income for SNAP authorized before the action to close TANF and convert SNAP into TBA, excluding the TANF grant. Once the TBA SNAP benefits allotment is established, the benefits level is changed or discontinued only when: • The filing group submits a new SNAP application and by discontinuing TBA and starting a new certification period because they will receive more SNAP benefits; • A member of the filing group is approved for TANF; • A member of the filing group leaves and applies for SNAP benefits as a member of another household; or • ODHS/OHA initiates certain changes due to cost-of-living adjustments or changes other eligibility criteria based on legislative or regulatory actions. Example 1: On 5/25 action is taken to close TANF due to being over income and the change was reported timely. TANF will be in discontinued status as of 7/1; SNAP will get TBA from 7/1 through 11/30. If SNAP was certified through 5/31, ONE will automatically extend that certification period through 6/30 so TBA can start 7/1. The June EDG will match the May EDG. Example 2: On 5/25, individual reports they started working in March. The report was not made timely. The worker takes the action needed to end TANF effective 7/1. Because the change was not reported timely, SNAP will not transition to TBA. Example 3: TBA for parent and two children, set to end 6/30. On 3/10, the children were removed by child welfare and placed in foster care. The TBA will continue for a benefit group of 3, even though the children are out of the household. Example 4: TBA for parent and two children, set to end 6/30. On 3/14, the other parent reports the children have moved in with them and requests to add the children to their SNAP case. The children are removed from the TBA case they were on as of 4/1. This results in reduced SNAP for the TBA benefit group of one, if still eligible.
