588 Chapter 3:Processes and procedures • Section 1: Acting on reported changes (07/2026) OSIPM This does not apply to OSIPM. HSD This does not apply to HSD medical programs. Oregon Administrative Rule(s) 461-150-0020 — Prospective Eligibility and Budgeting 414-175-0040 — Prospective Eligibility & Budgeting 461-150-0060 — Prospective or Retrospective Eligibility and Budgeting; REF, REFM, SNAP, TANF 461-160-0060 — Use of Rounding 461-170-0011 — Changes That Must be Reported Transitional Benefit Reporting System (TBA/TBS) What does it mean to be in SNAP TBA and who will be in TBA. SNAP When a SNAP participant is receiving TANF and their TANF case closes, their SNAP case will be placed into the Transitional Benefit Alternative (TBA) for the five months following the TANF case closure. The participant must complete the application process (renew/reapply) for SNAP to continue receiving food benefits after SNAP TBA ends. An individual assigned to TBA is not required to report any changes. If the filing group separates into two or more groups during the TBA period, in most cases only the group with the head of household will continue on TBA. When TANF is opened, even if opened in error, and then closed with an appropriate reason, they will still be eligible for TBA unless not eligible to be placed in TBA as noted below. Due to timely notice rules, there will be times when TANF closes, and SNAP goes into TBA in the future month plus 1. If the current SNAP certification period expires prior to the start of TBA, SNAP will not close and will not require a renewal before converting to TBA. Who cannot be placed in TBA when TANF is ending A group may not be placed in TBA when TANF is ending due to any of the following situations: • At least one member of the SNAP filing group will still be receiving TANF benefits on any case. • TANF benefits are stopped because the household does not reside in Oregon. • TANF benefits are stopped because of a change that results in ineligibility for TANF and the household either failed to report that change timely or failed to complete a required action on time. • As of the date the TANF case closed, an individual in the SNAP filing group was serving a penalty imposed in the TANF program. • TANF benefits are stopped at the request of the household after the household is informed of an
