561 (07/2026) Chapter 2:Eligibility • Section 11: Medical Related Payments (MRP) Medical Related Payments (MRP) Introduction Medical Related Payments (MRP) include special needs payments, K-Plan ancillary services and other payments previously generated through the special cash pay system (aka 437s). This section will focus only on Special Needs MRP. Special needs MRP are needs not included in the basic standard. They may be one-time needs or ongoing needs. Payments can be issued as a check, revolving fund check or an electronic funds transfer. Ongoing special needs are needs that last several months at a consistent cost. ODHS|OHA will authorize payment for one-time and ongoing special needs for the following, in accordance with the policies in this section: • One-time needs for the following:

Š Home repairs

Š Moving costs

Š Property taxes

Š Community transition services

Š Community based care room and board, and

Š Diversion services • Ongoing needs for the following:

Š Food for guide dogs and special assistance animals

Š Laundry allowance

Š Personal incidentals and room and board allowance

Š Accommodation allowance

Š Special diet allowance

Š Supplemental communication allowance

Š Prescription drug co-pay coverage, and

Š In-home supplement. To be eligible for a special need item, individuals must be receiving OSIPM and have no other available resources in the community or in their natural support system to meet the need (including K-Plan ancillary services). Individuals also must not be eligible for the item through Medicare, Medicaid or any other medical coverage. Individuals may be eligible for an ongoing special need item if providing the ongoing special need item is authorized in lieu of additional long-term care (LTC) provider service hours pursuant to 411-030-0002 through 411-030-0090 and is more cost-effective.
