546 (07/2026) Chapter 2:Eligibility • Section 10: Long-Term Care (LTC) services Workers should refer interested individuals to the Aging and Disability Resource Connection (ADRC) at 1-855-673- 2372. Note: Individuals receiving OPI services are housed in the local AAA branch and individuals receiving APD LTSS or SPPC services are housed in the local APD branch. OPI Participants Who Are OHP Plus Eligible OPI and OHP Plus cannot co-exist, so additional steps must be taken before authorizing medical benefits in ONE. When eligibility is run, review the Authorization Summary for accuracy, select the appropriate EDGs and click Authorize. A yellow banner displays at the top of the screen that reads: “OPI service benefit is active for individual ID #####. OPI cannot be combined with OHP Plus level benefit. Coordinate prior to Authorization. (Search Oregon Project Independence in OPEN for instructions.)” Inform the individual they are eligible for OHP Plus; however, this may impact their OPI services. Authorize all EDGs compatible with OPI (i.e., MSPs, SNAP, etc.) and let the individual know you will contact their case manager, who will reach out to them to discuss their ongoing service options. Leave the OHP Plus benefit pending while the individual speaks with their case manager about their ongoing service options. Use the Branch Contact Information for APD/AAA Local Offices spreadsheet to contact the individual’s AAA Case Manager. Individuals may choose OHP Plus benefits or decide to remain on OPI services instead. Follow the instructions in the OPI QRG under the heading of the benefit chosen by the individual. For additional information about OPI, refer to the OPI WG on APD staff tools, ADRC of Oregon website, OPI on Oregon.gov or see the OPI brochure (DHS 2454). Estate recovery The Estates Administration Unit (EAU) will seek reimbursement from an individuals’ estate after they pass away (as defined in ORS 416.350) for all medical assistance benefits received since age 55 while getting long-term care benefits. If there is a surviving spouse, natural or adopted child under the age of 21, or child of any age who is visually impaired or disabled as determined by the SSA, the EAU will not seek payment until their spouse and/or child pass away. Workers should inform applicants and/or their representative of the estate recovery process at the time of application and provide the individual with the Estate Recovery Program brochure (MSC 9093). Individuals can be referred to the Estates Administration Frequently Asked Questions webpage for additional information. Written notification is also included on the Notice of Eligibility (NOE). If you speak to family or friends of the deceased, encourage the individual handling the deceased’s affairs to contact the EAU (Estate Administration Unit) at 503-378-2884 or estate.admin@odhsoha.oregon.gov before disposing of assets or spending any of the deceased’s money. Note: Do not ever provide any legal advice to the individual or their representative. There are several scenarios in which a deceased household member should remain on the case. These reasons include, but are not limited to: • Medical cases where the individual was in a nursing facility or community-based care, and the medical and/
