Other resources Long-Term Services and Supports (LTSS) Talking Points for Eligibility Workers: Discusses EW key topics for LTSS intake, including financial eligibility and Service Priority Level (SPL); it also includes patient liability details for Oregonians with income above certain limits. Long-Term Services and Supports (LTSS) Talking Points for Support Staff: Contains information helping SS determine if the case individual they are speaking with needs LTSS based on key phrases and questions. Medicaid Long Term Care Services: This QRG covers Medicaid Long Term Care (LTC) Services and how the programs function in ONE. Service TOA’s include MSERV, NMAGISERV, and LTCSERV. This QRG is geared towards eligibility workers new to LTC services and ONE. Coordination with APD and AAA case managers is necessary to begin services for a participant, as the service assessment is not done in ONE. This QRG references when and how that coordination should occur and how eligibility is determined across the multiple systems. Patient Liability Manual Update: Describes the Patient Liability Manual Update screen and its purpose. Describes the data entry needed to determine the Community Spousal Income Amount (CSIA). Application LTC services may be requested as part of a medical application. For individuals applying for services, the individual’s community spouse who currently lives with or was previously living with the individual immediately prior to the continuous period of care may complete the application process and sign the application. For someone who is incapacitated, or for a child under 18 who has no parent or legal guardian to apply, we can accept an application signed by anyone 18 or older acting responsibility on the person’s behalf. A new application is not required when a signed application (dated 2020 or later for an OHP 7210) is on file for those instances described in the “When to use an application” section and in the following situations: • When an individual establishes a new date of request before the end of the month following the month of case closure due to failure to make a LTC liability payment or EPD participant fee payment. • To add a program or make a program change if there is enough information and documentation to determine eligibility for the new program without a new application. For individuals who request services, staff should provide the individual with an Estate Recovery Program brochure (MSC 9093) and add a case note. For eligibility to be determined, the application must be completed and signed. A person may use their mark if it is witnessed by an ODHS|OHA employee unless the applicant is a resident of a public institution. Applications for individuals who reside in a public institution may be witnessed by an employee of the institution.
