The individual must be on the phone with the eligibility staff member. • If verifications are not received, the Veteran Dental program will close. Please note: If an individual needs more time to obtain their discharge documents, eligibility staff can extend the RFI due date. Healthier Oregon and Cover All Kids • The Healthier Oregon program is full OHP Plus coverage for individuals who are 19 and older who meet all financial and non-financial eligibility requirements, except for citizen and non-citizen status requirements. Healthier Oregon medical recipients do not need to verify their immigration status. • Note: Between July 1, 2022-June 30, 2023, only individuals between the ages of 19-25 or 55 and older were eligible for Healthier Oregon. As of July 1, 2023, there is no longer an age limitation for the Healthier Oregon program. • Cover All Kids is full OHP Plus coverage for children less than age 19 who meet all financial and non-financial eligibility requirements, except for citizen and non-citizen status requirements. As of July 1, 2022, Cover All Kids is included under Healthier Oregon. Hospital Presumptive Eligibility (HPE) • OHA approves and trains certain qualified hospitals to determine presumed eligibility for HSD medical programs based on a screening of basic eligibility information from the applicant. Hospitals document their determinations on an HPE Application (OHP 7260) and provide the applicable notice to the applicant. The hospital must submit copies of both the application and the notice within five days of its determination; this allows the applicant’s eligibility to be entered in ONE. There is no verification process with HPE. ODHSIOHA will honor the hospital’s presumptive determinations. If eligible, the participant is required to submit a full application no later than the last day of the month following the month in which the HPE was approved. HPE eligibility is based on the following attested information: • Family size • Household income • Receipt of other health coverage • Residency, and • U.S. citizenship, U.S. national or non-citizen status. • Individuals must meet the program-specific financial and non-financial requirements and must not: • Receive Supplemental Security Income • Be a Medicaid/CHIP beneficiary, or • Have received an HPE approval start date within the year (365 days) prior to a new HPE period
