39 Chapter 1: Introduction to the Oregon Programs Eligibility Notebook • Section 1: Intent and overview of programs (07/2026) evaluation of either OHP Dental program. Individuals also may not decline full OHP Plus coverage in order to receive benefits from one of these dental programs instead. These programs use MAGI-based income rules but have very limited requirements (see below). Veteran Dental Program requirements: • Must be an Oregon resident. • Must not be eligible for another OHP program (Veteran Dental is compatible with MSPs: QMBP, SLMB and QSMF). • Must be a veteran as described in Oregon Revised Statute 408.225, except they may be discharged or released under any conditions. Proof of discharge will be required as a post-eligibility RFI; • Have income at or below 400 percent of the Federal Poverty Level. COFA Dental Program: • Must be an Oregon resident. • Must not be eligible for another OHP program. • Must be lawfully residing in the United States in accordance with the Compacts of Free Association (COFA), i.e. the governments of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau • Have income at or below 138 percent of the Federal Poverty Level. Note: Individuals receiving Medicare are eligible for both COFA and Veteran Dental programs. Individuals receiving OPI services can also be eligible for the COFA Dental or Veteran Dental program if they do not meet OHP Plus eligibility. However, if an individual declines OHP Plus in order to receive services, they would not be eligible for the dental-only programs. Verification requirements: • Individuals must complete the full application process and be evaluated for Medicaid first before they can be evaluated for these programs. This means that if an individual is potentially eligible for a full OHP program, any verifications required for the applicable programs will be generated and required first. If determined ineligible for Medicaid, only then can the individual be reviewed for the dental-only programs. • COFA Dental has no additional verification requirements. • For Veteran Dental, self-attestation is initially accepted. Once eligibility has been approved, the following verifications will be required to retain ongoing eligibility:
Income: This will usually have already been verified as part of the Medicaid eligibility process; however, an individual who has income over the limit for Medicaid and who is eligible for Veteran Dental may have to supply income verification as a “soft pend” if not otherwise verified.
Discharge status (if verification was not already supplied at intake): • The type of discharge, honorable or other than honorable, does not impact eligibility for Veteran Dental. • For a full list of discharge documents, see this site: https://www.va.gov/records/discharge-
