382 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility Oregon Administrative Rule(s) 461-145-0505 — Spousal Support 410-200-0015 (54) and (55) — General Definitions 414-175-0035 — Specific Financial Requirements Stipends A stipend is a fixed or regular payment for services rendered. The stipend may include a living allowance, personal expenses or reimbursement to a person for their costs, such as their time or transportation. A stipend may be excluded or counted as earned or unearned income. How it is treated depends on the funding source of the stipend and the program. In ONE, for stipends not identified elsewhere in this section (for example, National and Community Service Trust Act (NCSTA) stipends) or throughout OPEN, code income from stipends on the Specific Income screen: • Specific Income Category - Stipends • Specific Income Type - Stipends – Other Note: Before defaulting to coding all stipends under the Specific Income screen, keep in mind there are certain stipends that fall under different categories, for example, educational stipends, which are coded in ONE as education income (refer to the Educational Income section). First, determine the funding source. The participant may not know; you will need to ask the organization. For example, a community agency, college or university may obtain AmeriCorps, Work Investment Act or some other type of funding to fund the stipend. • The stipend income is countable if it is not specifically excluded elsewhere in this section of the manual. • If the funding source is not covered in this section of the manual:
For SNAP, it is counted as earned income.
For all other programs, it is counted as unearned income. Some of the stipend funding sources identified are: • VISTA (including AmeriCorps VISTA) or various programs under the Domestic Volunteer Service Act • YouthBuild Program • Job Corps • Programs under the National and Community Service Trust Act (including AmeriCorps) • Programs funded by the Older Americans Act • RARE • Veterans’ Administration • Vocational Rehabilitation • WIA.
