381 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility In ONE, income from spousal support is coded on the Unearned Income screen: • Unearned Income Category – Spousal Support • Unearned Income Type – Spousal Support/Alimony For ERDC, OSIPM and MSP, spousal support is counted as unearned income For SNAP: (a) Payments made by the separated or divorced spouse to a third party for the benefit of the financial group are excluded, except a payment for which there is a legal obligation to pay to a member of the financial group made to a third-party for shelter expenses of a member of the financial group is counted as unearned income. (b) Spousal support is counted as unearned income. For REF, REFM and TANF: (a) For individuals not working under a TANF JOBS Plus agreement, if the spousal support is received by ODHS|OHA or the Oregon Department of Justice, and if continued receipt of the spousal support is reasonably anticipated, the spousal support is: i. Counted as unearned income when determining eligibility; and ii. Excluded when determining the REF and TANF benefit amount. (b) For individuals working under a TANF JOBS Plus agreement: i. Spousal support is excluded in determining countable income. ii. Spousal support is excluded when calculating the TANF portion of the benefit equivalency standards. iii. Spousal support received by the participant is counted as unearned income when calculating the wage supplement. (c) Other spousal support payments (not covered under subsections (a) or (b) of this section) are counted as unearned income. Note: Receipt of spousal support can be reasonably anticipated if the support is secured by wage garnishment or if it has been received in each of the two months before the payment month. For HSD medical programs, whether spousal support is counted depends on when the separation/divorce agreement or modification was effective: • If it was effective prior to 01/01/2019, the income is countable for both monthly and annual income. • If it was effective on or after 01/01/2019, the income is excluded for both monthly and annual income. The ONE system will count income coded as “spousal support.” If an individual meets the requirements to have it excluded, take the following actions:
