320 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility situations: • For the purposes of this section, “evidence” includes a written statement from a competent individual. • In all programs except OSIPM, during the temporary absence of all members of the filing group from the property, if the absence is due to illness or uninhabitability from casualty or natural disaster, and the filing group intends to return home • For SNAP, if the financial group’s absence is due to employment or training for future employment. • For OSIPM:
When the individual is absent to receive assistance with activities of daily living (see OAR 411-015-0005), under one of the following conditions: » The absent individual has expressed either orally or in writing their subjective intent to return home. Subjective intent means they intend to return home regardless of their medical condition, or any opinion offered by a third party about their ability to do so. » The home remains occupied by the participant’s spouse, child or a relative dependent on the participant for support; and the child must be under age 21 or, if over age 21, blind or an individual with a disability as defined by SSA criteria
When the individual is absent due to illness, employment or training for future employment, seasonal employment, or uninhabitability; and both of the following conditions are met: » The absent individual has provided evidence that the absent individual will return home, and » The evidence reflects the subjective intent of the individual, regardless of the individual’s medical condition. For REF, REFM and TANF, if all members of the financial group are absent due to one of the following: • The members are employed in seasonal employment and intend to return to their home when the employment ends, or • The members are searching for employment and the search requires the filing group to relocate away from their home. Exclude the home for up to six months from the last date all members left their home to search for employment. After the six months, if a member of the financial group does not return, the home is no longer excluded. Note: If a home is sold or transferred, review the transaction to determine its effect on the participant’s eligibility. For HSD medical programs, resources are not considered in eligibility determination. If a home is owned by a member of the EDG and is considered income-producing property, refer to that section for information on how to code the income.
