221 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility CE applies to all MAGI programs and most Non-MAGI programs. The program benefits listed below do not allow CE coverage: • Long-term Care services (LTC), • State Plan Personal Care (SPPC), • 1915(i) Behavioral Health services; • OSIPM for individuals in acute care settings (ACS), • OSIPM for individuals subject to the 300% SSI countable income limit, • Medical-related cash payments, • General Assistance (GA) benefits, • Nursing Facility (NF)/Personal Incidental Funds (PIF), • Hospital Presumptive Eligibility (HPE), • Refugee-Medical (REFM), • OHP Bridge-Basic Health Program (BHP) CE Periods are established once all Requests for Information (RFIs) are cleared and during the following conditions: • At intake • At renewal (when the CE end date aligns with the renewal date) Note: Individuals who received coverage during the Public Health Emergency (PHE) will maintain their PHE-protected benefits until they experience an unwinding renewal. Only individuals with PHE protections who are determined eligible (including clearing any RFIs) at their unwinding renewal will be assigned a CE period. • When an individual is moving from a program ineligible for CE to a program eligible for CE. Once a medical benefit eligible for CE has been authorized, the individual will continue to receive the same level of coverage throughout the CE period, even when changes are reported that may otherwise have made them ineligible. When the person becomes ineligible for the medical program they are receiving when the change is reported, they will transition to the program with the highest income limit within the same benefit level for which they meet non-financial eligibility requirements. For example, a 10-year old child is receiving MAGI Child. An income change is reported and income is now 400% FPL. The child maintains eligibility due to CE and is transitioned to the MAGI CHIP program. A CE period may exist at the same time as protected eligibility for assumed eligible newborns and pregnant individuals. If the person would otherwise be ineligible after their protected eligibility period, they’ll maintain eligibility through CE in the medical program with the uppermost income threshold for which they meet non-financial eligibility requirements. Individuals may experience a renewal prior to the end of their CE period. When this happens: • Individuals who are determined eligible at renewal will be assigned a new CE period.
