184 (07/2026) Chapter 2:Eligibility • Section 4: Household information If the parents are not living together, the child is added to the SNAP benefit group the first of the month following a request to add the child. ODHS|OHA does not ask if the child has been brought home. However, if it is volunteered that the infant is staying at the hospital or Child Welfare has taken custody of the child, the infant will not be added to the SNAP filing group until the first of the month after the parent(s) reports the infant is now in their household and requests to add the infant to the SNAP filing group. TANF When applying or receiving TANF and a pregnancy is reported, if both parents are residing in the same household, then both parents are considered in the filing group and must apply together. If there are other dependent children in the home when a pregnancy is reported, the family must apply together even if the father of the unborn child is not the parent of the other dependent children. If the unborn child is the only child in the home, the family would not be eligible until the first day of the month before the month the due date falls. ERDC When applying for ERDC, if an individual is pregnant, both parents in the household are considered to determine eligibility. REF Pregnancy does not change eligibility or filing groups on a REF case until the filing group meets potential eligibility for TANF. TANF is always a prior resource to REF. Once the pregnancy reaches the first of the month before the month of the due date, the filing group can apply for TANF. If the case becomes eligible for TANF, the REF case would be closed. MSP Pregnancy does not change eligibility or filing groups on an MSP case. OSIPM Even though an individual on OSIPM is already receiving OHP+ benefits, updating the case with the pregnancy due date gives the individual additional benefits including enhanced dental and vision coverage. It also includes access to: • Maternity Case Management, a program that provides prenatal and postpartum visits by a maternity case manager, • Nurse Family Partnership, a free, voluntary program that partners first-time moms with nurse home visitors, • Oregon MothersCare, a program that connects mothers to prenatal care and other resources, and • The Prenatal and Newborn Resource Guide, a great resource during pregnancy and after the birth of the baby. The effective date for individuals receiving OSIPM who qualify for a higher benefit level due to pregnancy is the date the pregnancy was reported. For a pregnant individual receiving OSIPM, the effective date for closing benefits is no earlier than the last day of the 12th calendar month after the last day of pregnancy falls, except at the individual’s request.. If the individual’s pregnancy ends early for any reason (abortion, miscarriage, premature birth, etc.) or the pregnancy goes beyond the expected due date, the case will need to be updated to reflect the change. The due date controls the 12 months of protected eligibility for which the mother is eligible. If the pregnancy ends in a different month than the due date is coded, update the due date to whenever the pregnancy ended.
