Streamlined certification ensures more children receive the support they need without unnecessary delays or paperwork. The Department will enroll eligible children through streamlined certification, including those who, during the period of eligibility, were: • Reported by Oregon Department of Education (ODE) as eligible for free or reduced-price meals through the National School Lunch Program (NSLP) or School Breakfast Program (SBP). • Those in foster care. • Families receiving Temporary Assistance for Needy Families (TANF). • Individuals that are part of a filing group that receives Supplemental Nutrition Assistance Program (SNAP) with benefits over $0. • Families receiving Medicaid (Oregon Health Plan) with income below 185% of the federal poverty level. • Children enrolled in Head Start programs that participate in NSLP/SBP. • Participants in the Food Distribution Program on Indian Reservations (FDPIR). • Migrant, homeless, or runaway as defined by the student’s school. SEBT applications When children are not determined eligible using the streamlined certification process, the filing group may apply using an online or paper application. A SEBT application is considered complete if it includes: • Names of the children and other members of the filing group. • The amount, source, and frequency of income for each filing group member. • Signature of an adult in the filing group (this can include electronic signatures). SEBT is a self-attestation program when applying for SEBT.
