1315 (07/2026) Chapter 9: Summer EBT Program (SEBT) Summer EBT Program (SEBT) The Summer Electronic Benefit Transfer (SEBT) program is designed to provide children with nutritious meals during the summer months when school is not in session. It ensures that children continue to receive the nutritional support they rely on during the school year through programs like the National School Lunch Program (NSLP) and the School Breakfast Program (SBP). The SEBT program is crucial in helping to meet the nutritional needs of children who may otherwise face food insecurity during the summer break when school meal programs are not available. Eligibility for SEBT is aligned with the NSLP/SBP program. This includes children who qualify for free or reduced- price meals, as well as those who are eligible through other assistance programs such as: • SNAP (Supplemental Nutrition Assistance Program) • TANF (Temporary Assistance for Needy Families) • Some Medicaid recipients Additionally, children in certain specific situations may also be eligible for SEBT benefits. These situations include: • Children in foster care • Children enrolled in a Head Start program that participates in NSLP/SBP • Children identified as experiencing homelessness by their school • Children participating in migrant programs • Children involved in the Food Distribution Program on Indian Reservations (FDPIR) Oregon Administrative Rule(s) 461-196-0000 – General Purpose and Scope; SEBT 461-196-0020 – Definitions; Summer Electronic Benefit Transfer (SEBT) Eligibility Guidelines Eligibility for SEBT is determined either through streamlined certification or an approved SEBT application. The eligibility period for the SEBT program begins on the first day of the instructional year that immediately precedes the summer operational period and ends on the last day of the summer operational period. For example, the eligibility period for the 2025/2026 program period is from July 1, 2025, through September 1, 2026. SEBT eligibility is met when: • A school aged child is attending a school participating in NSLP or SBP. This attendance must have occurred during the preceding instructional year to be eligible in Oregon. • When determined categorically eligible via the streamlined process. • An application for SEBT has been submitted and approved.
