ERDC The Employment-Related Day Care program has limited funding. The Department of Early Learning and Care (DELC) monitors the caseload to ensure enough funding is available to maintain all the cases through the end of the budget cycle. DELC uses a waitlist to slow down the number of families being added to the caseload to make sure the program stays within the allowed budget. When the ERDC waitlist is activated, all applications must be reviewed to determine if the applicant qualifies to bypass the waitlist or if they must be added to it. Applicants must meet two requirements to bypass the ERDC waitlist: 1. The applicant must self-attest that their gross monthly countable household income is below 200% of the Federal Poverty Level (FPL) for their ERDC Eligibility Determination Group (EDG), and 2. The applicant must meet at least one ERDC waitlist exemption. Applicants who do not meet both criteria will be placed on the ERDC waitlist and will be issued a notice of ineligibility for the ERDC program. Applicants may qualify for a waitlist exemption if at least one member of the ERDC filing group meets any of the following conditions: • TANF recipient
Any member of the filing group is receiving TANF (Pre-TANF does not count). • TANF transition Any member of the filing group has received a partial or full month of REF, SFPSS or TANF cash benefits from Oregon in at least one of the preceding three months.
