ERDC Example 1: Placed on Waitlist; Does Not Meet Exemption Aiko is applying for ERDC on July 2 for her 5-year-old child. Her EDG consists of two people, and she self-attests to gross monthly income below 200 percent of the Federal Poverty Level (FPL). During the waitlist determination, Aiko does not meet any exemption criteria. She is not receiving TANF or TA-DVS in Oregon and has not received either in the past three months. She has not received ERDC in Oregon within the past two months, and does not have a child in a Head Start contracted slot, a completed ODHS 0861 form from Child Welfare, or a Baby Promise slot referral. Although her income is under the FPL limit for her EDG, she does not meet the exemption requirement. Because both exemption and income criteria must be met to bypass the waitlist, Aiko’s EDG is placed on the ERDC waitlist. A notice of ineligibility is issued explaining the reason for waitlist placement. Example 2: Placed on Waitlist; Income Over 200% FPL Mateo is applying for ERDC on August 8 for his two children. His EDG consists of three people, and he self-attests to gross monthly income above 200 percent of the Federal Poverty Level (FPL). During the waitlist determination, Mateo meets the Head Start contracted slot exemption and provides the required checklist documentation confirming it. Although he meets an exemption, his income exceeds the FPL limit for his EDG. Because both exemption and income criteria must be met to bypass the waitlist, Mateo is placed on the ERDC waitlist. A notice of ineligibility is issued explaining the reason for waitlist placement. Example 3: Bypasses Waitlist; Proceeds to Eligibility Determination Kayla is applying for ERDC on September 12 for her two children. Her EDG consists of three people, and she self-attests to gross monthly income below 200 percent of the Federal Poverty Level (FPL). During the waitlist determination, Kayla meets the Child Welfare (CW) exemption and provides the ODHS 0861 form completed and signed by her CW worker. She provides a completed/signed ODHS 0861 form stating that the use of child care will, prevent removal of the child from the home, allow the child to be returned home, or allow for placement of the child with a relative or another adult with an established relationship. Kayla’s application bypasses the ERDC waitlist and proceeds on to an ERDC eligibility determination.
