REF ODHS may conduct a required eligibility interview by phone, a face-to face interview in office or an offsite location. A face-to face interview must be granted at the applicant’s request. MSP Effective October 1, 2025, an interview is not required at initial application or renewal. OSIPM Any individual who is authorized to sign the application may also complete the interview at initial application. If the initial application was completed by someone acting responsibly on an incapacitated individual’s behalf and that person is not the authorized representative, then they are not authorized to complete the interview at renewal.

Interviews must be completed at initial application for everyone except assumed eligible individuals who are not also applying for services (i.e. in a standard living arrangement). An interview must be completed when an OSIPM recipient in a nonstandard living arrangement gets married.

Interviews must be completed at renewal for everyone except assumed eligible individuals (with or without services). Note: About incapacitated individuals and renewal interviews when there is no authorized representative: If it’s clear that the individual cannot complete the interview process, the requirement can be waived. In ONE, this means that the interview must be marked as completed with a Case Note explaining the waiver.

While the interview requirement can be waived under certain circumstances, we must still utilize all available sources to verify eligibility requirements.
