1104 Chapter 7:Worker guides • Section 4: Child Care worker guides (07/2026) For questions regarding a provider’s eligibility for payment, please speak with a lead worker, contact DPU at 1-800- 699-9074, or email Childcare.Policy@delc.oregon.gov. In-depth review of the listing process for a provider not yet in approved status When a family is determined eligible for child care assistance, if they have a provider they would like to use but who is not yet listed and approved with DELC, the worker can complete the top portion of the Child Care Provider Listing Form (7494). They will give the form and a copy of the Child Care Provider Guide (7492) to the parent to give to their provider. It is important for the worker to explain the listing process clearly to the parent as they may incur charges prior to the provider’s approval date. The child care provider completes any necessary trainings dependent on their provider type and requirements (indicated on the Child Care Provider Listing Form) and submits the listing form to DPU within 30 calendar days. All household members 18 and older, if applicable, go through a comprehensive background check to ensure child safety. DPU reviews the listing form for completeness, and does one of the following: If an answer to a question is incomplete or unclear, DPU will attempt to call the provider to obtain the necessary information. Once the information is obtained, DPU forwards the information to the CCLD for a background check. If there is a reason per OAR 414-175-0080 to fail the provider, DPU codes DPPM to show the provider did not meet DELC requirements. This generates notices to the provider and family, letting them know that the provider does not meet listing requirements and advising the family to find another provider. In this case, the listing process ends and the listing form is not sent for a records check. After reviewing criminal and Child Welfare records for all household members age 18 and older, visitors, and any additional information provided by the child care provider, CCLD will make a determination as to whether or not the provider meets the background check requirements. If the provider does not meet the records check criteria, CCLD does the following: CCLD sends a denial letter to the provider explaining the denial and their right to request a hearing. Providers must request a hearing in writing within 45 days. After the provider is in approved status, the worker will send a completed Electronic Provider Connection form to DPU via e-mail at DPU.Childcare@delc.oregon.gov. Links to the Electronic Provider Connection (Connection Request Email/Change Request Email).can be found on the ERDC OWL page, under the Child Care Resources section.
