1103 Chapter 7:Worker guides • Section 4: Child Care worker guides (07/2026) List status Definition Eligible for payment? C: Collections Providers have an overpayment balance that has been sent to collections. They do not meet DELC requirements. No. Providers must re-pay previously owed overpayments and cooperate with the Overpayment Writing Unit & Accounts Receivable prior to submitting a new 7494 Child Care Provider Listing Form to become potentially approved for payment. If you have questions regarding the ability to connect a provider to a case, please contact the Direct Pay Unit by e-mailing DPU.ChildCare@delc.oregon.gov calling 1-800-699-9074 between the hours of 8:30am and 4:30pm. Care provided prior to the provider’s approval date with DELC may be the family’s responsibility to pay. In some situations licensed providers can be paid for care provided prior to their approval with DELC. Provider types Provider type Definition Licensed/License-exempt FAM Standard Family Provider License-Exempt NQC Standard Center Provider License-Exempt QFM Enhanced Family Provider License-Exempt QEC Enhanced Center Provider License-Exempt RFM Registered Family Provider Licensed CFM Certified Family Provider Licensed CNT Certified Center Provider Licensed Licensed-exempt providers are eligible for payment from the date of their approval and forward. Parents are responsible for any care provided prior to the provider’s approval date in addition to their copay amount. Example: Julie’s mother, Grace, wants to provide care for Julie’s daughter, Sunny. Julie is eligible for ERDC starting 05/01. Grace submits her child care provider listing form (DHS 7494) on 05/07. She is approved on 05/19. The worker may send a connection request to DPU starting from the date that Grace was approved, 05/19, and forward. Julie is responsible for all care that Grace provided prior to 05/19 in addition to her ERDC copay. Licensed providers are eligible for back-payment once they have become approved as ERDC providers if they are already licensed with CCLD and meet all other DELC requirements. Parents are still responsible for their copay amount each month as well as any charges over the ERDC maximum rates. Example: Samuel is eligible for ERDC starting 04/01. He has been using his son’s after-school program, K12 Child Care, as his child care provider since 03/12. K12 Child Care is not yet listed as an ERDC provider, but they have been licensed with the CCLD since 12/01 of the prior year and meet all other DELC health and safety requirements. K12 Child Care submits their listing form on 04/05 and is approved by DELC on 04/20. Because K12 Child Care was already licensed with CCLD prior to when care began, the worker may send a child care connection form to DPU with care starting from the date Samuel was determined eligible for child care, 04/01.
