104 (07/2026) Chapter 2:Eligibility • Section 1: Application When an application is approved for benefits, the program will be approved for a finite certification period and they will have to reapply to be determined if eligible for a subsequent certification period. This length of the certification period can vary depending on the program. Please note some programs may allow for an extension of the certification period, and programs may close prior to the end of a certification period if the filing group no longer meets program eligibility. SNAP In the SNAP program, the certification is selected by ODHS|OHA, as well as the renewal date, based on the filing group’s unique circumstances. The longest possible certification period is assigned. Often certification periods will not align with other programs.
The length of the certification period is automatically set by ONE when the approval is authorized as follows: • If in TBA the certification period will be 5 months. • If all adult members of the filing group are elderly or meet the SNAP definition of having a disability and no member has countable earned income the certification period will be 24 months. • All other certification periods will be 12 months. All households with a 24-month certification period are placed in SRS and are required to complete a Periodic Report. After the 24-month certification period is assigned a filing group may start receiving earned income. The filing group will remain in SRS but the periodic report will be due more frequently. • If the filing group is certified for 24 months and has no earned income the completed periodic report must be submitted by the end of the 12th month of the certification period. • A filing group participating in SRS and originally certified for 24 must submit the complete Periodic Report if they begin receiving earned income. When the earned income begins: (a) In months 1 through 4 of the certification period, a Periodic Report form must be completed by the end of months 6, 12, and 18 of the certification period. (b) In months 5 through 10 of the certification period, a Periodic Report form must be completed by the end of months 12 and 18 of the certification period. (c) In months 11 through 16 of the certification period, a Periodic Report form must be completed by the end of month 18 of the certification period. (d) The household will remain in the 24 month certification period through the end of the 24 month period. At the next renewal, if there is earned income, they will be given a 12 month certification period. Click here for Special living arrangements. Note: Once assigned, SNAP certification periods cannot be shortened. ONE will not permit a new certification period to be started prior to the end date of the prior certification period unless SNAP was discontinued for a valid reason. TANF A TANF grant is opened when an individual completes the application process All eligibility factors must be re-determined at least once every 12 months for families who have an open JOBS plan and are not participating or on an active JOBS disqualification. This includes a completed application and interview.
