FORWARD The Supplemental Nutrition Assistance Program (SNAP) Source Book (SB) provides assistance to local district staff by introducing the information necessary for the proper determination of eligibility for SNAP and by serving as an instructional guide for workers. This manual is the product of many individuals' work. It is the hope of all those involved in preparing the SNAP SB that you, the reader, will find it useful. NOTICE The SNAP SB is intended simply to express Department policies and regulations which have been formulated in Book 18, The Official Compilation, Rules and Regulations of the State of New York. The final authority on Department Regulations is Book 18. NOTE: In the event there is a conflict between the Regulations in Book 18 and the Material in the SNAP SB, users should contact either their SNAP District Liaison or the Employment and Income Support Programs (EISP) SNAP Bureau staff at SNAPBureau@otda.ny.gov.
