DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual Delegate Agencies 800 DELEGATE AGENCIES A Delegate Agency is a public or private not-for-profit or for-profit organization which provides child care services through a school-age program or an Early Head Start or Head Start agency. Delegate Agencies are subcontracted by the CCR&R agencies under a Memorandum of Agreement (MOA) to determine eligibility for school-age and wraparound contracted slots. Eligibility determinations for OST contracted slots may be made by a Delegate Agency as outlined in an MOA. 801 Subsidy Type Selection To ensure eligible families have access to child care, DWSS/CCDP executes subawards with regional Child Care Resource & Referral (CCR&R) agencies (The Children’s Cabinet or Las Vegas Urban League) to secure a specific number of child care openings (slots) with Out-of-School Time (OST) and Out-of-School Recreation (OSR) programs for school age children, and with Early Head Start/Head Start agency centers exclusively serving households who meet the definition of “Priority Population” per MS 103, or as deemed appropriate by the DWSS Agency Manager. The Delegate Agency must choose to provide services through the Certificate program or the Contracted Slots program. If the Delegate Agency chooses to provide services through the Certificate program, they must refer the customer to their designated CCR&R agency to apply under the Certificate program. An Application for Child Care Subsidy is required to process a case under Certificate guidelines. If the Delegate Agency chooses to provide services through a Contracted Slots program (OST/OSR Contracted Slots or Wraparound), the Delegate Agency must execute an MOA with their designated CCR&R agency or have a direct contract with DWSS/CCDP. The contract amount provided to each Delegate Agency will be approved by the DWSS Agency Manager. The contract amount will be provided to the Delegate Agency as written notification in the MOA or DWSS/CCDP contract. 810 CONTRACTED SLOT PROGRAM The Contracted Slot Program provides funding for an approved number of child care slots within OST/OSR programs. Additionally, certain centers exclusively serving families that have Child Protective Services (CPS) interventions or families experiencing homelessness will be eligible for contracted slots via an MOA with The Children’s Cabinet or Las Vegas Urban League. The household must have income below 85% of the State Median Income to be eligible for a contracted slot. The Contracted Slot Program cannot be used in conjunction with the Certificate Program or the Wraparound Program for the same child. The Contracted Slot Program is only allowed to accept Certificate case types for customers with a NEON purpose of care. No other Certificate case types will be allowed. 810.1 Eligibility Requirements for Delegate Agencies All Delegate Agencies under the Contracted Slot Program must meet the following requirements regardless of who is making the eligibility determination: 800- Delegate Agencies [1] MTL 01/24 July 1,2024
