2026/2027 FAP Vendor Agreement
3 Section 4.
DATA COLLECTION
The Supplier agrees to provide accurate written documentation of an Eligible Household annual fuel or utility usage and cost upon request by the Eligible Household, Subgrantee, and/or the FAP administrator.
Section 5.
PAYMENT PROCEDURES AND USE OF FUNDS The Supplier will identify all subsidiaries and branch offices providing Home Energy under this Agreement by completing Attachment 1, Listing of Supplier's Subsidiaries and Branch Offices.
The Supplier will receive notification of FAP Benefits and will be sent payment of Benefit amount for each Eligible Household as a one-time payment to be applied as a credit to the Supplier’s account for that Eligible Household. The Benefit amount should be utilized until expended or expired.
This credit can be applied to any deliveries or services on or after the start of the program year (October 1, 2026) for Suppliers with deliverable Home Energy. The FAP Benefit can pay for the cost of Home Energy products as well as fees related to the start-up of service, delivery, tank setting or priming fees, reconnection fees, and tariff charges. The FAP Benefit cannot be used for security deposits, finance charges, or tank leasing or rental. There will be an annual request for a list of Eligible Households along with any remaining Benefit balance.
The Subgrantee is required to pay the Supplier within 30 calendar days after notification of the Benefit is sent. The Supplier will return any duplicate payments received on behalf of any Eligible Household to Subgrantee in the same FAP program year.
Section 6.
RECORDS
The Supplier will maintain an accounting system for fiscal records covering all Home Energy supplied and Benefits received and applied to the accounts of Eligible Households under this Vendor Agreement for a period of three years from the effective credit dates. The Supplier’s records will indicate:
1. The amount of Home Energy delivered to Eligible Households; and 2. The amount of the Benefit payments for Home Energy made on behalf of the Eligible Household by the Subgrantee.
The Supplier, upon written request from the FAP administrator, Subgrantee, or an Eligible Household (with regard to their own account) will promptly provide a status report indicating:
1. The Benefit amount of an Eligible Household received by Supplier; 2. The Home Energy supplied to date to an Eligible Household; and 3. The amount of Benefit received by Supplier and remaining in an account for the Eligible Household.
A FAP or Subgrantee representative may, during the Supplier’s normal business hours, inspect and copy, at its own expense, the Supplier’s records that pertain only to Eligible Households receiving FAP Benefits.
