2026/2027 FAP Vendor Agreement
2 • The Supplier will charge the Eligible Household, in the normal billing process, any difference between the actual cost of the Home Energy and the amount of the payment made by the Subgrantee under the New Hampshire Fuel Assistance Program.
• No deliveries of Home Energy may be made to barrels or moveable holding tanks.
• The FAP Program Year 2026-2027 (PY 27) delivery period begins on October 1, 2026. The PY27 FAP Benefits for non-utility Suppliers of Home Energy can be used for any delivery/service made on or after October 1, 2026.
• The Benefit is available for use during the Program Year of the receipt and the Program Year immediately following. PY27 funds expire after May 31, 2028. Any PY27 Benefit amount that remains unspent on Benefits for an Eligible Household on or before May 31, 2028 must be refunded by the Supplier to the Subgrantee by August 1, 2028.
• The Supplier will apply FAP Benefits to any indebtedness incurred on or after October 1, 2026 whether or not the delivery of Home Energy has previously been paid for by the Eligible Household or on behalf of the Eligible Household. It is not the intent that Eligible Households be reimbursed by the Supplier. The Supplier must notify the Eligible Household’s account holder of any account credit established due to a FAP payment.
• If the Supplier uses a variable pricing structure with a discount rate for prompt payment, the maximum rate charged for Home Energy paid for with FAP funds must be the discounted rate. When a Home Energy delivery is requested/pledge is made, Subgrantee will pay Vendors for that delivery with FAP funds.
• Eligible Households may use up to $300 in furnace repair or service/cleaning costs each program year.
• Any outstanding FAP Benefit refunds due to account closures for any Eligible Households should be returned to the Subgrantee within 30 calendar days of the account closure. All refunds must identify the Eligible Household name, case number, the reason for the refund, and the FAP program year in which the funds were initially paid to the Supplier. • Suppliers must submit a current copy of the NH Secretary of State Certificate of Good Standing with this Vendor Agreement. (www.sos.nh.gov) • The Supplier will designate a contact person to interact with Subgrantee who must be familiar with the terms of this FAP Vendor Agreement. Suppliers who have Vendor Agreements with multiple Subgrantees should assign one vendor contact person.
Section 3.
EMERGENCY PROCEDURES
The Supplier agrees to provide Home Energy promptly to an Eligible Household after receiving direct authorization of the Benefit by email or telephone from Subgrantee. Any special delivery fees must be pre-approved in writing by Subgrantee.
