Program Monitoring Reports
NH DOE will provide the subgrantee with a written report within 30 days of each on-site monitoring visit. Each report will consist of an evaluation of the monitoring visit including general comments, notable practices, recommended opportunities for improvement, and any issues of non-compliance. The following definitions may assist the CAAs in fully addressing the issues in the monitoring report:
Issues of Non-Compliance An issue of non-compliance will be noted where practices are found to not meet the state requirements. An issue of non-compliance is one that is not in alignment with a policy or procedure that is outlined in our NH state manual. The section of the manual outlining the related policy or procedure will be documented along with the specific issues of non- compliance. Sample issues of non-compliance may include not meeting required timeframes for application certification or energy emergency responses or not documenting income according to the manual. Any issues of non-compliance will require immediate attention, including a Corrective Action Plan to be submitted to the NH DOE within 30 days. The NH DOE will respond to all Corrective Action Plan submissions indicating whether or not the NH DOE is satisfied that all issues of non-compliance have been addressed.
Opportunities for Improvement Opportunities for improvement will highlight areas where there may be an opportunity to enhance or expand a current process or policy to better administer the program. These are not areas out of compliance with the manual, but rather opportunities to improve the effectiveness of the staff or program management through use of best practices. Examples may include recommendations for process improvement, training, or other programmatic components. These are recommendations to consider for implementation that do not require a corrective action plan response.
