2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 63 16. MONITORING
NH DOE will conduct program and fiscal monitoring of the CAAs for compliance with Federal and State rules and regulations. NH DOE is available for training and technical assistance if further assistance is needed.
On-site and desk monitoring will occur throughout the program year. Each on-site visit will include an entrance and exit interview between the NH DOE monitor and CAA staff. The FAP Director/Manager or a designee should attend, though others are encouraged to join, including the agency CEO, CFO, or COO. If follow-up or corrective action is required, a time frame for corrective action will be given in this report.
Monitoring of energy suppliers may be done by an NH DOE monitor on a random basis for compliance with Federal and State rules and regulations. NH DOE will issue a written report to the CAAs containing all findings following each monitoring visit of a vendor in their territory.
In the case of failure to adhere to the rules and regulations, the CAA will request training and technical assistance and/or develop a corrective action plan and act upon said plan within an amount of time agreed upon by NH DOE. Upon review and consideration of the corrective action to bring about a resolution, NH DOE will notify the CAA of its acceptance or denial and offer further technical assistance.
Failure to correct any questionable matter will result in the following:
• Non-compliance will be brought to the attention of NH DOE. • All grant payments to a sub-grantee may be withheld until non-compliance is resolved. • The NH FAP Administrator or designee will bring the non-compliance to the immediate attention of the Executive Director of the CAA.
The CAA will retain FAP program funds in a specified account and funds cannot be comingled with other funding sources. By the 15th of each month, an updated monthly bank statement for the FAP account must be shared with NH DOE. This monthly bank statement must document any interest earned. The CAA is to spend earned interest on the Fuel Assistance Program.
Monitoring by NH DOE may include but is not limited to:
Intake Site Evaluation • Adequacy of sites – number of staff and hours covered • Accessibility of intake via sites and telephone • Information given to applicants, privacy for applicants • Politeness/sensitivity and referrals to other social services/organizations
