2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 56 Change of Vendor or Address / Transfer of Benefit
Transfer of benefit amounts will be limited to any of the following situations:
• A household moves and their vendor does not serve their new area of new fuel type • A household moves and now has heat included with their rent • A household has a change in heating system and their chosen vendor does not serve this fuel type (e.g. a household receives weatherization assistance and a new heating system) • A household’s chosen vendor is refusing to serve the household • There is another significant circumstance that justifies the change o FAP manager/director or designee approval required
If a client moves to a new address but continues to utilize the same vendor for their energy needs, the benefit can remain on the applicant’s account.
If a household with heat included in rent moves before the full benefit is applied to rent, the landlord is expected to refund directly to the applicant any amount not already applied to rent owed.
If a vendor sends a refund to the Community Action agency, the agency can reissue the remaining amount of the benefit to the household if they continue to reside in New Hampshire and continue to have a documented home-heating responsibility. A household would submit a Change of Address/Vendor form along with documentation of their new heating vendor. The funds can then be reissued to the new vendor. Benefits can only be reissued to households residing in an eligible residence.
If a vendor refund is for a household who moved from a residence with a direct heating cost to a residence with heat included, the remaining benefit can be reissued either as a direct payment to the applicant or to their electric vendor if the account is in a household member’s name.
If there is a change in household composition, the benefit will stay with the original dwelling unit. If any member of the original household is in the original residence, the benefit stays with the dwelling. If all household members move, the benefit will follow the applicant.
If the household does not meet any of these criteria, the refund should be submitted to the NH DOE (see section on benefit returns).
