2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 55 13. BENEFIT NOTIFICATION AND PAYMENT PROCEDURES
Benefit Notification
Enrolled applicants are notified by a Benefit Notification Letter that they were enrolled in the program. The letter will provide the benefit amount and the name of the vendor (or landlord) who will receive the payment. The Benefit Notification Letter also informs clients of the date that the awarded benefits will expire. After the expiration date, any remaining credit balances are rolled back into the program.
The energy supplier is notified of the benefit amount by receiving a Vendor Notification Letter (Attachment N) within 10 working days from the eligible household’s application certification date or the opening of the program on/around December 1. This letter will contain the applicant’s information, including account information, as well as the amount of the benefit.
Benefit Payments
The CAA will make payment of the full benefit amount within 30 calendar days of the date on the vendor notification letter. Services rendered prior to October 1 of each year by vendors of deliverable fuels are not an allowable payment except in the case of wood deliveries, which may be authorized for delivery after July 1.
If a vendor is refusing delivery due to a prior balance, CAAs may request a waiver for the payment to be applied for deliveries made prior to October 1. No payments may be made beyond the final payment date established at the end of each program year without an approved written waiver from NH DOE.
Transfer and Sale of Benefits
The FAP benefit may not be sold, released, or otherwise transferred by the recipient or the energy supplier. Only the CAA may authorize a transfer of the benefit from one vendor to another when the transfer is necessary to allow the applicant to use the benefit and the transfer is consistent with all FAP guidelines.
