Describe the extent to which the State agency is carrying out SNAP E&T programs in coordination with title I programs under the Workforce Innovation and Opportunity Act (WIOA). MTAJ-NC providers co-enroll prospective participants in the local career centers, thereby leveraging federal workforce programs (e.g., WIOA, Wagner-Peyser) as well as informing the individual about demand and emerging occupations. The State will coordinate sessions with NC Works Commission and LEAD to provide information and data to NC MTAJ-NC providers and counties as they continue to work towards the workforce demands. Is SNAP E&T included as a partner in the State's WIOA Combined Plan? Yes No Describe how the State agency is coordinating with TANF/GA programs, services, partners, and/or activities. Describe any TANF/GA special initiatives targeting specific populations and any actions taken to coordinate with these efforts. In June 2024, the State facilitated a meeting where TANF and E&T teams came together to discuss strategies for increasing participation in both programs. As a result, the TANF and E&T teams developed an E&T/TANF Pilot Program Plan, aimed at encouraging counties to train their case workers in both programs. During the research phase, we engaged with Mecklenburg and Orange counties, which have already implemented this integrated system. We presented the E&T/TANF Pilot Program Plan at the E&T Quarterly Meeting on July 9th and encouraged counties to participate. We have scheduled a meeting on July 31, 2025, with four interested counties to discuss Mecklenburg and Orange counties' E&T/TANF collaboration procedures. More Than A Job NC has been working with a few counties across the state in order to better understand and support the collaboration between these counties’ Work First (TANF) and More Than A Job (E&T) programs. The role of MTAJ-NC is to provide resources and guidance to pilot counties so that they can create an initiative that effectively streamlines the intake and implementation process of both county-level Work First and MTAJ programs. This initiative aims to expand awareness of both programs across the state while also providing each individual program with the resources and expertise required to meet the needs of growing participation in the programs. Because of an existing collaboration between their Work First and MTAJ programs, Mecklenburg County and Orange County have served as “model counties” in this initiative. On July 31, 2025, MTAJ-NC hosted a Work First/MTAJ Collaboration Initiative Kickoff with representatives from Durham, Wake, Guilford, and Gaston Counties. The goal of this roundtable event was to provide pilot counties with information on what the implementation of a Work First/MTAJ collaboration would entail. During this roundtable, representatives from Mecklenburg and Orange Counties offered their perspectives on the benefits of a collaboration initiative between Work First and MTAJ while also speaking about the logistical hurdles in integrating some of the processes each program requires. Moving forward, MTAJ-NC will follow up with pilot counties to create a concrete plan that outlines each county’s individual goals and steps to facilitating a collaboration between the Work First and MTAJ programs. MTAJ-NC aims to meet with pilot counties on October 8, 2025 to discuss the next steps. Describe how the State agency is coordinating its SNAP E&T program with any other Federal or State employment program (e.g. HUD, child support, re-entry, refugee services). 1/29/26, 8:17 AM State Plan NC FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-ncfy26stateplan//index.html 8/218
